Scarcliffe Associates is an international consulting company started in 2005 with extensive experience in human capital development, with a focus on labor and employment (including mitigating the social impact of privatization and economic restructuring); and education/training policy and program development (including assessment of lifelong learning for the knowledge economy).

Scarcliffe Associates has experience in project design, development, and implementation in about 70 countries worldwide for such clients as the World Bank, European Union, US. Department of Labor, CIDA, USAID, the private sector, and governments in individual countries.
